Albania Moves Up on Paris MoU Performance List

TIRANA – The Paris MoU Committee approved at its 57th meeting the 2023 inspection results and adopted new performance lists for flag States and Recognised Organisations to be used from 1 July 2024. Albania’s fleet has made an important leap, being listed on the Gray List.

In July 2021, the Permanent Secretariat of the Transport Community, in cooperation with the Durrës Port Authority and the General Maritime Directorate of Albania, drafted a comprehensive Roadmap featuring 34 strong measures aimed at improving the performance of the Albanian fleet in relation to the Paris MoU on Port State Control and removing it from the Paris MoU Black List.

The primary goal of the Roadmap was to swiftly address and rectify the fleet’s negative status on the Black List of the Paris MoU and to propose improvements that would eventually lead to an application for full membership.

After three years of common efforts and hard work from all involved parties, the Paris MoU Committee, at its 57th meeting, adopted a new performance list, elevating the Albanian fleet to the Grey List.

The Transport Community Permanent Secretariat congratulates the Ministry of Infrastructure and Energy, Durrës Port Authority, and the General Maritime Directorate of Albania for their commitment and the effective measures taken.

The Paris MoU “White, Grey and Black (WGB) List” presents the full spectrum, from quality flags to flags with a poor performance that are considered high or very high risk. It is based on the total number of inspections and detentions during a 3-year rolling period for flags with at least 30 inspections in that period.
