Republic of Moldova to Revise Its Road Code, Align with EU Standards

BELGRADE/CHISINAU – On 12 March 2025, a service contract between the Permanent Secretariat of the Transport Community and service providers was signed to provide technical assistance in bringing the Republic of Moldova’s road transport regulations in line with EU legislation. The project officially began on 17 March 2025, with a kick-off meeting expected by the end of the month.

This undertaking will result in a thorough revision of the Republic of Moldova’s Road Code, ensuring that its road transport system meets European standards. The project will assess how road transport regulations of the Republic of Moldova currently compare with the corresponding acquis in areas such as passenger and freight transport, social legislation or training of drivers and will provide a clear plan for updating and implementing new legal frameworks. More than 14 EU regulations and directives will be incorporated into road transport legislation of the Republic of Moldova.

The technical assistance will be carried out by a partnership between Panteia B.V. from the Netherlands and CRAYS Consulting S.R.L. from Moldova. Over the next eight months, experts will draft new legal provisions and develop a roadmap to gradually implement them, making Moldova’s road transport system more efficient, safer, and better connected with the rest of Europe.

With a contract value of €134,790, this project is crucial for modernising Moldova’s road transport sector. It will bring tangible benefits to both the public and businesses, improving road safety, ensuring smoother operations, and fostering stronger ties with the European transport network.

The technical assistance is financed by the European Union under the grant NDICI-GEO-NEAR/2023/452688 to the Permanent Secretariat of the Transport Community related to preparatory activities to support the progressive involvement of Georgia, the Republic of Moldova and Ukraine in the activities of the Transport Community.
