Transport Community, European Union Agency for Railways Organise Workshop to Strengthen Rail Safety Culture Across Region

BAR – From 22 to 25 April 2025, railway safety experts from across the Western Balkans, Turkey, Georgia, and Moldova gather for a workshop in Bar, Montenegro to strengthen the understanding and capacity of national safety authorities in promoting and influencing safety culture within the railway sector. The event is jointly organised by the European Union Agency for Railways and the Permanent Secretariat of the Transport Community.

The main goal of the workshop was to help national safety authorities better understand their role in encouraging a culture where safety is seen as everyone’s responsibility. Over four days, more than 20 participants will explore how to assess and monitor safety culture in their own railway systems, using the European Railway Safety Culture Model as a key tool, and how this framework can be integrated into regulatory practices.

The key topics to be cover include identifying and collecting safety culture markers within railway organisations, conducting safety culture assessments and preparing effective reporting, as well as developing regulatory strategies to ensure robust oversight of safety culture.
